Kids in the Hall, Four on the Floor, King of Kensington, and although not shows per se, The Hinterland Who's Who's with their haunting little tune and the Heritage Minutes which were frequently compelling little mini masterpieces.
I'll admit there were and still are a few good Canadian shows. I just posted a few off the top of my head. As for Kids In The Hall, Four On The Floor and King of Kensington, they were never my cup of tea. Waxman, in my opinion, was a much better actor when he was on Cagney and Lacey.
The hinterland vignettes are classic Canadiana. I don't know if I would class them as Canadian programming though.
I use "Jafo" as a nickname (Which stands for "J"ust "A"nother "F"u##ing "O"bserver) because I liked the movie it came from (Blue Thunder) and I use the pseudonym Jock McBile instead of my real name in honour of the names creator, the late John Morgan of the Royal Canadian Air Farce. As Jock would say..."Aw, git stuffed".

Another 2 shows I didn't mention and yet I'm a huge fan of both are "The Red Green Show" and "Royal Canadian Air Farce".
